Former Canadian Ambassador Heads OAS Mission

Former Canadian ambassador to the Dominican Republic Adam Blackwell is heading the Organization of American States Electoral Observers' Mission to the DR. The mission will observe the congressional and municipal elections to be held on 16 May 2010. This will be 14th time the OAS observes an election in the DR. The Electoral Observers' Mission begins on 7 May. Blackwell, who is the OAS External Relations Secretary, will be accompanied by more than 50 observers from 20 countries.
The Organization of American States (OAS) has demonstrated its confidence in the work of the Central Electoral Board (JCE) and expressed its appreciation for the enormous progress that the Dominican Republic has made. The head of the OAS observers' mission, Adam Blackwell, stressed that if there is a complaint, he trusts that the JCE is the correct and normal body to process it. He said that this mission could also serve as an informal conduit for receiving complaints as part of its work of observing the election process.
Blackwell spoke at the signing of an agreement on the Observation Procedures in representation of the OAS observers' mission, with JCE chief magistrate Julio Cesar Castanos Guzman. Deputy head of mission Charlotte McDowell, OAS representative in the country Anibal Quinones and JCE judges Mariano Rodriguez, John Guiliani, Aura Celeste Fernandez and Leyda Pena were also present at the ceremony.
